
Curtis Brown serves as President of Homeland Security and Emergency Management at Indelible Solutions, a government consulting firm. With over twenty years of experience in homeland security and emergency management, Brown has developed a comprehensive background across federal, state, and local government levels, as well as within the nongovernmental sector. As a leader in program development and implementation, policy analysis, resilience, and strategic planning, Brown has consistently demonstrated the ability to effectively navigate the diverse threats, hazards, and responsibilities faced by modern emergency management agencies.
During a tenure as State Coordinator (Director) of Emergency Management at the Virginia Department of Emergency Management (VDEM), Brown led the agency through its most active period, coordinating responses to numerous events, including COVID-19, hurricanes, major floods, and special events. Prior roles include service as professional staff on the House Committee on Homeland Security, overseeing FEMA programs, and as Virginia’s Deputy Secretary of Public Safety and Homeland Security.
Throughout a distinguished career, Brown has been committed to promoting and implementing more effective and inclusive emergency management strategies, with a particular focus on the needs of underserved communities. Brown has played a key role in advancing innovative preparedness initiatives, strengthening emergency management capacity through creative practices, and restructuring organizational functions to enhance performance.
Brown’s contributions to the field include providing testimony before Congress on emerging homeland security and emergency management issues and serving on advisory committees such as the U.S. Health and Human Services (HHS) National Advisory Committee on Seniors and Disasters (NACSD) and the National Advisory Committee on Individuals with Disabilities and Disasters (NACIDD). As an affiliate faculty member at Virginia Commonwealth University’s Wilder School of Government and Public Affairs and at the University of Southern California's Bovard College, Brown teaches homeland security and emergency management. Additionally, Brown serves as a subject matter expert at the Naval Postgraduate School in support of the Executive Leaders Program (ELP), which was previously completed successfully. Brown is a Certified Emergency Manager and a graduate of FEMA’s Emergency Management Executive Academy and the Vanguard Crisis Leadership Program.
